Mori finally bans toys from all mafia meetings after Dazai and Chuuya got bored at a very important negotiation and initiated a water gun fight with each other. Bringing game consoles was already pushing it, but the water guns were the last straw.
This backfires however, when at the next meeting they both attend, Dazai once again gets bored and just pulls out an actual gun and starts shooting at Chuuya. Who catches the bullets with his ability and proceeds to pelt Dazai with them in return.

I get so ill thinking about how Chuuya even ended up as a lab experiment as a kid, like what went wrong there. Abandonment is a persistent theme in Chuuya's backstory and it's always just been one bad thing after another. His dad was ex-military and an ex-doctor, and particularly described as not being a man to take lightly, so he potentially could've had high security clearance about the research being conducted at Research Facility A or had ties to the scientists involved in experimenting with abilities.
Mori was an ex-military doctor and we got a glimpse at how Yosano was treated as a kid and used for her ability, and it was obviously Nothing Good. I can't get out of my head that it can't be a coincidence Mori was an ex-military doctor and that he likely could've known about/been involved in Project Arahabaki. Mori's always conveniently come across extremely powerful ability users while they're kids — Yosano, Chuuya, Dazai, Q
Then the fact Teruko was drafted in the military as a kid for her ability too. I'M SENSING A PATTERN AND I DON'T LIKE IT
I am lying awake staring at the ceiling about this.

Yeah it’s bizarre the Port Mafia is ran by a Doctor, albeit an underground one and the Agency by a former assassin. But I find it so much funnier to recall that Mori served in the military while Fukuzawa was off committing war crimes.

Follow up to Dazai returning to the Port Mafia theory
My brain just thought of a follow-up to the theory of Dazai returning to the Port Mafia, so while I have paused progress on my Double Black Analysis due to finals coming up, I would like to share this.
I want to say this first off, this is Mori's decision. I feel like there's people out there arguing that Dazai doesn't want to go back, so he wouldn't go back, but this isn't up to him. It isn't up to Fukuzawa. It's up to Mori.
Mori is known for doing anything to get what he wants. This is shown through the method he used to get the Gifted Business Permit by sacrificing Oda. He's cunning, smart, and twisted. That's why he played his card like this, offering his aid in exchange for the "hundred times interest."
I mention "hundred times interest" because of chapter 30. In chapter 30, Mori mentions a way to get an alliance with the ADA:
"I know what I told the agency…but there is, in fact, a logically sound path to a full alliance. The essence of any alliance…lies in "advance payment." We pay out a loss first, for their sake…and once they pay it back, with a hundred times interest…only then can an alliance free of grudges form."
This is the hundred times interest. Time and time again, Mori has offered his aid to the ADA without a formal alliance, which was his "advance payment." Now, with the deal he has formed with Fukuzawa, the hundred times interest is due, a member of the ADA coming to the Port Mafia. And who better to fulfill that interest than the Demon Prodigy?
Mori also knows what kind of position Dazai is in right now. He can't go back to the ADA unless his crimes are pardoned, which would be difficult to do due to the sheer number of crimes Dazai committed that landed him in Mersault, the highest security prison in the world. I believe Dazai knows this as well.
Going back to Dazai himself, if he gets picked, he can't run like he did last time. If he ran, Mori would go after the ADA. Therefore, even though he wouldn't be part of the ADA anymore, he would still be protecting them. Just like how Chuuya joined the Mafia to protect the Sheep.
It's been seen that Dazai has been slowly distancing himself from the ADA. An example being the fact that Fukuzawa and Ranpo were most likely the only two in the loop about Dazai's plans to be arrested.
Not only that, but Dazai never truly separated himself from the Port Mafia. I mean, yes, he's not officially part of the organization, and he hates Mori's guts, however, he never detached himself from the connections he had in the organization after 4 years. In those 4 years, obviously, he contacted no one from the Mafia. After he made himself known that he was now part of the ADA, it was seen that he still trusted Chuuya, just like Chuuya still trusted him. He was also seen talking to Hirotsu in the art museum. He even entrusted Akutagawa to be his unbiased eyes in the Decay of Angels arc. He still is respected and/or feared by many members of the Port Mafia. Just like when Dazai tortured Kouyou for information, Kouyou realized that the Demon Prodigy never went away; he was simply dormant, waiting for opportunities to come out.
Mori's prediction that Dazai would be boss at 23, the fact that Mori left Dazai's executive seat open after 4 years, and Mori stating this at the end of Dark Era:
"It's become boring..."
All lead to the fact that Dazai is most likely to be chosen to return to the Port Mafia. It's almost like Mori planned for this.
While I'm here, I've also seen that other popular choices are Tanizaki and Atsushi, and I do want to talk about those two, starting with Tanizaki.
Tanizaki's light snow ability does have the potential to make him into an unbeatable assassin, but it's his morals that get in the way. While he does get aggressive when Naomi's life is in danger, he won't kill for the sake of killing, that's against his morals.
Atsushi is argued because he is the main character of the show and because of his tiger ability being quite powerful. While, yes, his tiger ability is powerful and has a lot of potential, Mori already has strength. He needs someone with strategy. That argument is valid for Tanizaki, too.
Mori needs someone cold, calculating, and utterly terrifying to keep his enemies in check, because as stated in chapter 30:
"But if Dazai-kun was still my right-hand man now...the Guild would be a thing of the past."
The Demon Prodigy is cornered — and Mori, patient as ever, is ready to claim what was always his.
Ok, that was a lot. I thought this up when I saw something on Twitter about people arguing who it would be and decided to refine some points from my earlier Dazai returning to the Port Mafia theory, but this time simply sticking to the facts and digging into the person who's actually choosing who would come back, rather than focusing on what Dazai wants.
I feel like a lot of people focus in on what Dazai wants but don't consider the fact that it's up to Mori, at least from what I've been seeing. The last thing Dazai wants to do is return to the Port Mafia, I know that, but Dazai also doesn't have room to negotiate here, considering the position he's in, and Mori knows that very well.

There was one big mistake in the translation and analysis of the poll in the document.
The article was called 「嫁」はNG!? 夫に外で使ってほしくない呼び方は?. It means «Is 嫁 not good [word to use when you speak about your wife]? What are some of your husband's ways of naming you in conversation with other people you don't like?»

On the Japanese site we can see 2 questions.

The first one is “夫に外でどんな風に呼ばれていますか?” “When your husband communicates with others, what does he call you?”
And, yes, tsuma is number 3 here. After 嫁 yome and 奥さん okusan.

The second one was about most hated ways to say “my wife” talking about her with others (according to women's opinion): 「外でこんな風に呼ばれていたら嫌だ」と思う呼び方は何ですか?
Here tsuma is #7, only 5.4% of women don't like it. It's still more hated then name or その他 (it's a bit strange and not common way, Mori wouldn't use it. It means “other person”, but Elise is his part, she's not a stranger) or 奥さん okusan. But 嫁 yome is #5, 12.4% of women hate it.

Now, look:
1) Manga uses the most common and correct words. And rules say, “talking about your wife please use 妻 tsuma. Okusan means someone else's wife, not yours.”
2) Manga language excludes dialect forms of words when it's not a part of the plot. And yome is a dialect word. It's Kansai dialect, but Yokohama is a part of Kanto region. It's different places.
Mori was born in the Chugoku region and lived mostly in Tokyo (it's in the Kanto region). Wikipedia says he probably may have been to Kyoto and Nara a couple times, but that's not significant enough to use the kansai dialect (41st footnote).

3) Also, kanji radicals in 嫁 yome hasn't connection with Elise. She's always with Mori, but 女+家 means “woman”+”home”. She's not a “housewife”. And about tsuma Wiktionary says, “Ideogrammic compound (會意 / 会意): 肀 (“hand grabbing hair”) + 女 (“woman”) ― a man grabbing a woman's hair to show ownership (marriage by capture)”. It was originally about control and Elise as an ability-form is under control.

One of comments about 嫁: 「あくまで私は夫の“妻”なので。“嫁”と呼んでいいのは義父母だけ」(28���/小売店) A 28-year-old woman working in the store said, “To my husband I'm exclusively 妻 tsuma, his wife. Only my husband's parents may call me 嫁 yome, as daughter-in-law”
「上から目線な感じがする」(26歳/商社・卸)— it's like, "I would feel like I was being looked down upon if I were called that".
「“家にいる女”という印象がして、なんとなく嫌」(25歳/金属・鉄鋼・化学)— A 25-year-old woman said, "it seems like you've been called «a woman in a someone's house.» It's uncomfortable for some reason".
In bsd Francis (ch. 35 and 44) and the cafe manager (ch. 71) use tsuma talking about their wives. When Louisa talks about Mrs Fitzgerald (ch. 44), she says 奥様 okusama (the most polite form). When Tetcho talks about manager’s wife (ch. 72) he uses 奥さん okusan, simple polite form of “other's wife”.

Honestly? I don’t either, and this is a surprisingly controversial stance to have, but I really don’t think Mori is a pedo.
I can see why it's a conclusion people come to, and I’m in the middle of an ability analysis on him that explains why I think this better, but the short end of it is that most of what people use as “evidence” of him being a pedo either doesn’t make sense or is a mistranslation. Not to mention Mori is a lying, fickle little fuck (affectionate) and is constantly misrepresenting himself intentionally to manipulate the people around him.
Given that "Vita Sexualis" itself is a work that Ogai Mori allowed critics and audiences to assume was an erotic novel, despite the fact that it's a largely philosophical work that examines sex and it's impact on society, I don't think it's a large jump to think that Asagiri might have taken that into consideration when writing BSD. Not to mention Elise isn't even from "Vita Sexualis", and that is something I definitely see as intentional.
